Clerk Biafore Highlights First Nine Months In Office

Fairmont, WV – Belinda Biafore, Circuit Clerk, today released an update on the first nine months in office, outlining key achievements and initiatives. Additionally, the results of an extensive attorney survey were made public, shedding light on the legal community’s perceptions and areas of focus moving forward.

Since taking office in January, 2024, Belinda has focused on advancing the Circuit Clerk’s mission through initiatives aimed at improving efficiency, transparency, and accessibility in public services.

“As Clerk, we prioritized and implemented key improvements in the maintenance and upkeep of our office, by streamlining processes enhancing the physical workspace we have created a more efficient and welcoming environment for both staff and the public.  These improvements have resulted in a more organized, safer and productive office,” said Biafore. 

  • Upgraded the security system

  • Improved technology by switching to the Supreme Court system

  • Instituted the use of time clocks to help employee’s better track their hours and benefits

  • Implemented new juror system that will improve communication and continue to focus on making the process as seamless and friendly as possible for jurors

  • Made changes in how the budget is managed. These improvements have allowed for better tracking of expenses, more strategic allocation of resources and stronger financial oversight

  • Cross training of all staff in positions to cover each other

“I am proud of the strides we have made in these first nine months,” said Biafore. “Our team has been dedicated to improving office operations while ensuring that we are responsive to the needs of the community and legal professionals.”

As part of our ongoing efforts to improve service delivery and engagement with the legal community the Marion County Circuit Clerk's Office conducted a comprehensive survey of attorneys in the area that utilize our services.  Key findings from the survey include:

  • Professional and efficient staff

  • Overwhelming agreed the staff was courteous and respectful

  • Found it easy to communicate and inquiries were answered timely

  • Excellent use of technology

  • Very satisfied with the accuracy and timeliness of document handling

The survey reflects the voices of attorneys across the region, offering valuable feedback for our staff to grow and learn from.
